I strongly protest the accusations today that Taiwan is instigating racist attacks in the international community. Taiwan has always opposed all forms of discrimination. For years, we have been excluded from international organizations, and we know better than anyone else what it feels like to be discriminated against and isolated. 　　 I want to take this opportunity to invite Director-General Tedros to visit Taiwan and experience for himself how committed the Taiwanese people are to engaging with and contributing to the world, even in the face of discrimination and isolation. 　　 Taiwan’s selfless medical workers and volunteers can be found around the world. The Taiwanese people do not differentiate by skin color or language; all of us are brothers and sisters. We have never let our inability to join international organizations lessen our support for the international community. 　　 Taiwan has poured all of its efforts into stopping the spread of COVID-19, and our achievements have received a great deal of attention from around the world. Despite being excluded from the WHO due to political manipulation, we have shouldered our responsibility as a member of the international community and taken the initiative to donate face masks and other supplies to medical workers in countries hit hardest by the coronavirus pandemic. 　　 #TaiwanCanHelp, and the spirit of Taiwan is Helping has never been influenced by nationality or race. 　　 Taiwan is dedicated to the values of freedom, democracy, diversity, and tolerance. We do not condone the use of racist remarks to attack those with different opinions. If Director-General Tedros could withstand pressure from China and come to Taiwan to see Taiwan’s efforts to fight COVID-19 for himself, he would be able to see that the Taiwanese people are the true victims of unfair treatment. The Ministry of Foreign Affairs of the Republic of China (Taiwan) expresses profound regret and strong protest regarding the false accusations against our government made by World Health Organization Director-General Dr. Tedros Adhanom Ghebreyesus, and solemnly declares the following: 1. In a press conference at WHO in Geneva on April 8, Dr. Tedros groundlessly accused the government of Taiwan of having encouraged the Taiwanese people to discredit him. His unfounded accusations are seriously misleading to the international community. MOFA expresses profound regret and strongly protests this. 2. MOFA condemns all forms of discrimination, and regrets any biased statements made against Dr. Tedros. We understand how he feels given that the 23 million people of Taiwan have long experienced the serious political discrimination of the international health system. MOFA has stressed in a press release February 9 to urge individuals and associations to be rational when expressing support for Taiwan to gain participation in global public health and disease prevention networks. As to unidentified individuals of unknown nationality who have used the internet to criticize Dr. Tedros’s handling of the coronavirus disease 2019 (COVID-19) pandemic, such personal expressions of opinion are not associated with MOFA, and are not something over which MOFA has controlled. It is only reasonable that the people of the world should monitor the response of WHO and its leader, Dr. Tedros, to the COVID-19 pandemic. Dr. Tedros’s unwarranted charges, made without any attempt at verification, are contrary to the facts and have caused serious damage to the government and people of Taiwan. Such slander is irresponsible, and the government of Taiwan demands that the Director-General immediately correct his trumped-up claims, issue a clarification, and apologize to the people of Taiwan. 3. Years of exclusion from the WHO system and the invaluable lessons learned from the 2003 SARS pandemic prompted Taiwan to very quickly take effective preventive and proactive response measures against COVID-19. This has minimized the impact on citizens’ daily lives through treatment, tracking, quarantine and mitigation, thus creating a widely recognized Taiwan Model that the international community hopes to learn from. In terms of supporting global cooperation to contain the pandemic, Taiwan has donated key supplies needed by frontline medical personnel in the countries most severely affected by the pandemic, including those in Europe, the Americas, Africa, and Southeast Asia, to support medical personnel around the world as they are jointly in the frontline fighting this pandemic. Taiwan being granted full involvement in WHO would allow us to share our successful experience with the world more effectively, and actively contribute to prevention and containment efforts, thus putting an end to the pandemic as quickly as possible.   4. As head of WHO, Dr. Tedros should assume the duty to include all parties, since he emphasized “we are only as strong as we are united”.  The government of Taiwan once again calls on the Director-General to put aside all political discrimination, maintain neutrality and professionalism, invite Taiwan to fully participate in all WHO meetings and mechanisms regarding the fight against COVID-19, and restore Taiwan’s observer status in the World Health Assembly, for the health and well-being of the people of Taiwan and all the world.  (Data Source : Ministry of Foreign Affairs)

On April 8, the Central Epidemic Command Center (CECC) announced that a LINE Bot system, called Disease Containment Expert, developed jointly by the CECC, Line Taiwan and HTC Corporation’s healthcare unit DeepQ was officially launched for use on April 3 to track people in home quarantine. The CECC also added a new function to the current SMS reporting mechanism, allowing those in home quarantine/isolation to report their health status via SMS.With the Line Bot system, those in home quarantine can voluntarily report their health status to the disease prevention staff every day and obtain information concerning disease prevention. Those in home quarantine can use the Line Bot system by clicking a link, sent to them via SMS, to add Disease Containment Expert to the friend list on Line and then completing identity verification process. In addition to information on disease prevention and health status reporting, the system also sends home quarantine related details and notes to users two days before the end of the home quarantine period to remind them to conduct an additional 7-day period of self-health management. In addition to the Line Bot system, on April 5, the CECC began to send SMS messages every day to track the health status of those in home quarantine and home isolation, and the home quarantined and home isolated people can directly reply to the messages to report their health conditions. To ensure that healthcare facilities can efficiently respond to the coronavirus disease 2019 (COVID-19) outbreak in Taiwan, the Central Epidemic Command Center (CECC) continues to carry out its COVID-19 preparedness and response with six strategies. The six strategies are as follows:1.    Expanding testing capacity: A national testing network has been established to improve Taiwan’s testing capacity. The strategy allows the maximum testing capacity per day to reach 3,800 specimen tests, and COVID-19 testing to be conducted in different areas to reduce wait time for test results.2.    Community surveillance: A community specimen surveillance program and protocols of different levels of care for patients have been implemented to enhance community surveillance network.3.    Expanding hospital capacity: Plans for healthcare preparedness in the designated emergency response hospitals and wards have been implemented, in four phases, to improve national health care capacity. 4.    Taking inventory of clinical beds: Health agencies constantly keep track of available beds for severe cases of COVID-19.5.    Requisitioning facilities: The strategy aims to increase the number of designated sites for group quarantine.6.    Patient diversion and transfers: The principles for the diversion, ward segregation and transport of COVID-19 patients have been made to ensure appropriate care is given to patients. On April 6, the Central Epidemic Command Center (CECC) urged members of the public who have visited crowded places during the four-day Tomb Sweeping Festival to conduct self-health management for 14 days, avoid public places, put on face masks when going out, and work from home as much as possible in order to ensure the safety of the entire nation. If people feel unwell, they are urged to call the toll-free Communicable Disease Reporting and Consultation Hotline, 1922 (or 0800-001922), and inform the physician of any history of travel. As crowds of people left their homes to conduct tomb-sweeping rituals during the four-day Tomb Sweeping Festival, the Central Epidemic Command Center (CECC) urged members of the public to practice good personal hygiene, follow social distancing recommendations, and avoid going to crowded places after the festival. Members of the public are urged to wear face masks if they are unable to observe social distancing. The CECC also urged passengers of public transport to wear face masks all the time and undergo temperature checks before entering a bus or MRT station. Those who refuse to wear face masks on public transport after being advised to do so will be fined up to NT$ 15,000. If people feel unwell, they are urged to wear face masks and inform the physician of any history of travel, occupation, contact, and cluster (TOCC) to facilitate timely diagnosis and prompt case-reporting.
